Affordable public housing loans: is it open, who can apply?

Not for households: this recovery-plan loan scheme lends to municipalities, their companies and the national building rehabilitation fund (FNRE) to provide affordable-rent homes. The portal sets 31 December 2025 as the last date for applications.

Who can apply

Municipalities, including their companies, parish councils and associations of municipalities, and the Fundo Nacional de Reabilitação do Edificado (FNRE)

Projects

Started on or after 1 February 2020, with homes let to households by 30 June 2026

Loans

899.9 million euros in total; 705 million euros to finance 5,210 homes promoted directly by IHRU; 194.9 million euros lent through IHRU for at least 1,590 homes

Aim

At least 6,800 homes let at affordable rents
