Is a Portugal housing or energy grant open? How to check
Portuguese housing and energy support comes from three places: the Environmental Fund (Fundo Ambiental), the housing institute IHRU through the Portal da Habitação, and your own council. Each publishes its own status, so the official page of the programme is the only reliable answer.
Who runs what
- Environmental Fund (Fundo Ambiental): grants for energy efficiency in homes and buildings, such as Edifícios Mais Sustentáveis, Vale Eficiência, E-Lar and the condominium insulation programme. Questions go through its e-Balcão.
- IHRU and the Portal da Habitação: housing support such as 1.º Direito, Porta 65, Porta de Entrada, the rental incentives and the IFRRU 2020 rehabilitation loans.
- Councils (câmaras municipais): their own grants for repairs and rent, such as ReaViva in Sintra, REABILITA in Amadora and the PRESERVA and rent subsidies in Funchal.
How to read the status
A programme is open only when its official page gives a period or a deadline that includes today. Many pages carry a list of dated notices, newest first. Read the latest notice, then the application period in the notice itself. A page that shows no dates does not tell you either way, so it is not safe to assume the programme is open or shut.
Some programmes close early when the budget runs out. The first E-Lar call closed this way after about 40,000 applications in six days, and its page says so. Others close by decision: the Bairros mais Sustentáveis call was formally closed on 4 November 2025 after receiving no applications.
Who can apply
- Households: E-Lar, Vale Eficiência, Porta 65 Jovem, Porta 65+, PRESERVA and the Funchal rent subsidy.
- Condominiums and building owners: the condominium insulation programme (PACR), ReaViva Sintra and REABILITA Amadora.
- Municipalities and public bodies: the recovery-plan funding of 1.º Direito, the urgent housing pool and the affordable public housing loans. Families in undignified housing ask their municipality instead of applying directly.
- Landlords and investors: the rental incentives of Decreto-Lei 97/2026, which apply from 1 September 2026.
Where things stood on 5 November 2026
- E-Lar second phase: closed to new applications since 24 March 2026, with supplier payment requests accepted until 30 November 2026.
- Vale Eficiência II: beneficiary applications closed on 31 October 2024. A notice of 30 October 2026 sets a simplified route for eligible households already waiting, with registration of interest from 23 November.
- 1.º Direito recovery-plan notice 29/C02-i01/2026: the last submission date shown is 12 June 2026.
- Funchal rent subsidy: applications are taken from the 1st to the 10th of each month.
- PRESERVA Funchal: no fixed application deadline since 18 July 2026.
Why national and local rules differ
Many of these programmes are paid from the Recovery and Resilience Plan (PRR), whose execution period runs to 2026, so several have already ended. Councils set their own programmes and rules, so a grant that exists in one municipality may not exist in the next.
