Closed: the Bairros mais Sustentáveis call was formally closed on 4 November 2025 after receiving no applications. It was for municipalities and social bodies, not households, and its money went to another recovery-plan measure.

- Social housing estates, historic zones and urban rehabilitation areas (ARU) in the Lisbon and Porto metropolitan areas

- Renovate at least 3,500 dwellings and cut primary energy use by at least 30% on average
- Works covered
- Windows, insulation, shading, heat pumps, solar hot water, solar panels, water efficiency, energy certificates and audits
